Restoring a larger SQL database securely

I have a question regarding restoring SQL databases securely. I was able to take a sample database, and using the restore procedure described at http://www.ultimasupport.net/Customer/KBArticle.aspx?articleid=23, I was able to restore it. I was able to do it "securely" by virtue of logging into DotNetPanel using SSL via https://home.ultimahosts.net. A question, though - if you haven't modified the machine.config value for .Net that caps the size of HTTP requests, then .Net will cause exceptions (know this from experience.) Is there an similar upload size limit for the "Uploaded file" restore method, where I wouldn't be able to use this method to restore large databases securely? Are there any plans to implement TLS over FTP?
